MANAGEMENT STRUCTURE



The United Nations Environment programme (UNEP) is the Implementing Agency of the Global Environment Facility (GEF) for the project. As such it will have overall responsibility for overseeing project implementation.

The United Nations University (UNU) is the project's Regional Executing Agency and as such will be responsible for supervising the execution of its component activities in the region.

The International Project Policy Steering Committee (IPPSC) will monitor and review project progress and financial expenditure on behalf of GEF and the co-financing agencies. The IPPSC will include: (i) the Ministers of Environment of Kyrgyzstan and Tajikistan; (ii) representatives and senior advisers from UNEP, UNU and the principal co-financing donor agencies; (iii) a small group of independent internationally renowned natural and social scientists with experience of sustainable land management in high altitude mountain regions.

National Project Steering Committees (NPSCs) will be established at the national level in each country to oversee and support the execution of project activities within that part of the project area that falls within its territory.

National Project Coordinators (NPCs) will be appointed by the Executing Agencies of each country to take overall responsibility for, and be accountable to, UNEP, UNU and GEF for the execution of project activities within that part of the project area that falls within the country.

Regional Project Coordinator (RPC) will be appointed by UNU to be based in the region in the absence of an existing regional body with the mandate to coordinate transboundary mountain development. The principal role of the RPC will be to oversee the execution of the local, national and regional (trans-boundary) component activities and facilitate the overall day to day management of the project.

National Project Management Offices (NPMOs) will be established in the project area in both countries to implement country specific activities. Each NPMO will have a core group of technical and administrative support staff.

National Project Managers (NPMs) will by appointed by the NPCs in both countries, subject to endorsement by UNEP and UNU to head the NPMOs. NPMs will take the lead in identifying the appropriate personnel to be seconded and/or recruited to work in the NPMO and advise the NPC accordingly.
